Every project has changes. The trouble starts when they arrive weekly, each small and reasonable on its face, while the total quietly eats the contingency.
Sort them before you sign them
Put every change into one of three piles: what the owner asked for, what the drawings missed, and what the contract entitles the contractor to. Each pile has a different answer, and owners approving changes one at a time rarely see the whole pile.
Price it like a tender
A change order is a small tender with one bidder. Labour rates, markup, quantities and time impact all need testing against the contract, and the number often moves once someone does that arithmetic.
Look for the pattern
A run of changes in the same discipline usually points to a coordination gap in the design, not to the contractor. Fixing the source is cheaper than pricing the symptoms one at a time.

Since January 2026, an invoice under Ontario’s Construction Act is deemed proper unless the owner objects in writing within seven days, which starts the 28-day payment clock. A disputed change left unread can be on its way to payment before anyone decides whether it was owed.
Vaughan, Ontario Construction Project Management
Vaughan is building a downtown from scratch and an industrial district at a scale few Canadian cities can match. At the Vaughan Metropolitan Centre, buildings occupied, under construction or approved add up to more than 35,000 homes around the Line 1 terminus, and in June 2026 Council approved the Toromont master plan: 17 towers, including a 73-storey landmark, on 27 acres. The Yonge North Subway Extension finished its tunnel launch shaft in July 2026, ahead of twin 6.3-kilometre tunnels carrying Line 1 into Vaughan, Markham and Richmond Hill.
West of Highway 400, the Vaughan Enterprise Zone covers 1,668 hectares, with 18,200 workers today and a long-term plan for 50 million square feet; the City issued more than $1.1 billion in non-residential permits in 2024. At Jane and Major Mackenzie, the 82-acre Healthcare Centre Precinct around Cortellucci Vaughan Hospital is adding a 320-bed long-term care village with 300 retirement suites. For an owner: the City collects development charges at building permit for York Region and the two school boards as well as itself, and Regional rates changed on May 21, 2026; the Kleinburg-Nashville Heritage Conservation District needs a heritage permit first; and King Township is reviewing its Official Plan to 2051, with the King Road and Jane Street lands earmarked for prestige employment.

How much does an owner’s representative cost in Vaughan?

Can you review change orders on a project already under construction?
Yes, that is often how we start. We go through the log, the contract and the drawings, sort the changes by cause, and give you a written position on each.
