Under Bill 17, development charges owed to the City of Richmond Hill and York Region can now be paid at occupancy rather than at building permit. That moves a large cheque later in a first project’s cash flow, and a budget built before the change may carry the old assumption.

Richmond Hill sits in the middle of York Region, about 40 minutes from our Toronto office, with 4,765 businesses and 77,000 employees in the 2025 York Region Employment Survey. Most of that employment is in the business parks along Highway 404, and Beaver Creek, the largest at 614 acres, has one vacant acre left, so the next generation of office and industrial work here is expansion and redevelopment rather than greenfield construction.

The Yonge North Subway Extension will bring Line 1 to Richmond Hill Centre through five new stations, including Bridge and High Tech; the tunnel launch shaft was finished in July 2026 and the province is targeting 2030. Around High Tech station, Infrastructure Ontario and the City are planning a 17.2-hectare transit-oriented community under the 2023 Richmond Hill Centre Secondary Plan. Mackenzie Health has said Mackenzie Richmond Hill Hospital will need to expand.

Council passed the City’s first comprehensive zoning by-law, 93-25, in September 2025, and the Ontario Land Tribunal gave it partial approval in July 2026. The updated Official Plan, planning to 2041, went to a special Council meeting on July 7, 2026, and York Region’s development charges fell for every class of development on May 21, 2026. For a first-time owner that is a lot of moving parts, and keeping them from becoming your problem is our job.
