The low bid comes in 20 per cent above the number your pro forma was built on. It is one of the most common calls we take, and it is fixable.
Do not sign anything yet
Negotiating with the low bidder and cutting scope are both on the table, but not until you know why the gap exists. A week on that question beats a year living with the wrong answer.
Find out where the money went
Compare the bids to an independent estimate, not to each other. If all three are high in the same divisions, the market or the drawings moved. If each is high somewhere different, the documents left room to guess.
Separate scope from specification
Most tender overruns close without shrinking the building. Systems chosen early for reasons nobody remembers, finishes that outgrew the budget and packages that should never have been lump-sum come first. Square footage comes last.
Bring in representation

A high bid is often more honest than a low one. A contractor who underpriced a lump-sum job will look to recover it through changes, which is harder to manage than a gap you can see on day one.
Brampton, Ontario Construction Project Management
Brampton is one of the busiest industrial construction markets in the country: 248 industrial, commercial and institutional permits in 2025, worth $997 million on the industrial side, $354 million institutional and $227 million commercial. The institutional figure is led by Peel Memorial Phase 2, a 731,000-square-foot, 12-storey hospital with up to 250 beds that William Osler Health System and Infrastructure Ontario are delivering as a progressive design-build, in its development phase since October 2025. The Toronto Metropolitan University School of Medicine opened in September 2025 in the converted Bramalea Civic Centre.
Downtown, Riverwalk Phase One moved into full construction in early 2026 and runs to spring 2028; widening the Etobicoke Creek channel takes the core out of the floodplain and should unlock about 3.6 million square feet of new floor space. The Hazel McCallion Line extension, about four kilometres from Brampton Gateway Terminal to downtown, is in planning and design with Metrolinx. The City waives its own development charges on industrial expansions of 50 per cent or less, approved an office development-charge incentive in April 2025, and offers ten-year tax increment grants in community improvement areas. In Caledon, Bolton’s Coleraine Drive corridor keeps adding logistics space and early works on Highway 413 are under way, with the eastern section going to tender this fall.
