Most recovery plans fail because they recover the wrong activities. Long-lead equipment, permits, inspections and utility connections are where GTA projects actually lose time.

A schedule problem is usually a design, procurement or decision problem wearing a different hat. If it is minor and the milestone is close, cautiously proceed. If not, stop and re-plan.

Mississauga, Ontario Construction Project Management

Mississauga is known as the city that grew up around Pearson and Square One, and today it is one of the busiest construction markets in the country. The City issued more than 3,000 building permits with roughly $2.1 billion in declared value over the past twelve months, and its 2025 capital season alone put about $170 million of work on the street across more than 30 projects.

The map is changing quickly. The Hazel McCallion LRT on Hurontario is now expected to open in 2028, and anything built within 60 metres of the corridor goes through a Metrolinx technical review. Lakeview Village on the waterfront carries an enhanced Minister’s Zoning Order for 16,000 homes and a 1.5-million-square-foot innovation district. Brightwater in Port Credit adds roughly 3,000 homes and 300,000 square feet of commercial space. At the airport, the Pearson Regional Transit Centre is planned for the early 2030s with a mixed-use district around it.

Development charges in Mississauga are set by both the City and the Region of Peel, and whether a project is charged the industrial or non-industrial rate is decided by use, not zoning. Peel cut its own development charges by half from July 2025 through November 2026, mostly for residential.
