Freeze the design where it stands
Ask the consultants to stop issuing revisions for two weeks. You cannot price a target that is still moving, and every extra sheet widens the gap.
Price what is actually drawn
Have an independent estimate built from the current set, trade by trade, the way a contractor would build it, so you can see which trades carry the gap.
Decide what the building must do
Separate the scope the business case depends on from the scope that crept in. Most gaps close through a few deliberate choices about floor plate, parking, façade and systems.

Oakville, Ontario Construction Project Management
Oakville is a town of about 230,000, roughly 40 minutes from our office. In 2025 the Town issued 2,038 building permits worth more than $1.3 billion, and industrial construction values hit their highest level since 2014 on over 2.4 million square feet of industrial permit activity. The largest driver is Ford’s Oakville Assembly Complex, where a $2.3 billion retool with a new 290,000-square-foot stamping plant brings Super Duty truck production online in the second half of 2026.
The residential story is Midtown. On April 9, 2026 the Province issued four Minister’s Zoning Orders for a transit-oriented community at the Oakville GO station: eleven buildings up to 56 storeys and more than 6,800 homes. A Community Planning Permit By-law replaces the rezoning-then-site-plan sequence there with one application. Around Bronte GO, four towers with close to 1,200 units have been approved, and Halton Healthcare began a $154 million expansion of Oakville Trafalgar Memorial Hospital in August 2026 to finish out three shell floors for more than 110 beds by the end of 2027.
Two process points matter for a budget. Halton Region has not been a planning approval authority since July 1, 2024, and a new Town development-charge by-law goes to Council in early 2027, so a DC estimate made today needs a margin. Any site near a creek valley or the lakeshore also needs a Conservation Halton permit under Ontario Regulation 41/24.
