Much of the GTA’s industrial and institutional building has moved to Durham. Ajax and Whitby have taken the distribution centres, Oshawa the manufacturing and campus growth, Clarington the energy and hospital work. Most owners in Durham are asked to pick a delivery model before anyone explains what the choice means. Neither is right for every project.

Start with what is fixed

If the drawings are complete and the date can move, a lump-sum general contractor gives you a firm price and one party accountable for the whole. If the date is fixed and the drawings are not, construction management lets you start before design is finished.

Price the risk, not just the fee

A general contractor’s number carries a premium for the unknowns it absorbs. A construction manager’s fee looks smaller, but the owner keeps those unknowns. Compare the two fully loaded, contingency included.

Look at who is available

In Durham the answer often turns on which contractors have capacity this year. A strong lump-sum bidder list is worth more than the perfect model on paper.

Durham Region, Ontario Construction Project Management

Durham Region is about 50 minutes east of our Toronto office. Regional non-residential permits reached $1.23 billion in 2023, led by two warehouse and distribution developments in Ajax worth $179 million and $160 million and new long-term care homes in Clarington and Ajax. Values eased only about five per cent in 2024.

The public pipeline is larger still. Metrolinx awarded the roughly $1 billion construction contract for the Bowmanville GO Extension on January 30, 2026: 18.7 kilometres of new track from Durham College Oshawa GO to Bowmanville. In Clarington, OPG holds a licence to build the first BWRX-300 small modular reactor at Darlington, with the first unit targeted to operate by the end of 2029. Lakeridge Health’s Bowmanville Hospital redevelopment, nearly doubling the hospital, closed its RFP in June 2026 with a builder expected this fall.

The rules change at each municipal boundary. Oshawa exempts new industrial buildings and industrial additions from its municipal development charges. The Region’s Industrial DC Deferral Program, open since March 2025, lets industrial permit applications filed from February 1, 2025 defer the regional charge for up to five years. Reading those correctly can change which municipality a building lands in, and we do it before the pro forma is finished.
