Find out exactly where the file sits
Ask for the circulation status by department: Planning, Engineering, Urban Design, York Region, TRCA and the utilities. A stuck application usually has one or two open comments holding everything else. Until you know which, you are guessing.
Separate real comments from repeat comments
Resubmissions stall when a consultant answers a comment without resolving it. Put the architect, the civil engineer and the planner in one room and settle every open item before the next upload to ePLAN.
Work the parallel paths
Conditional permits, servicing agreements, TRCA permits and early tender packages can all move while the approval finishes, so approval day is the start of construction, not another wait.

Markham, Ontario Construction Project Management
Markham is the largest municipality in York Region, about 35 minutes from our Toronto office. It issued a record $2.19 billion of building permits in 2024, more than half again its ten-year average, then 504 industrial, commercial and institutional permits in 2025, up 27 per cent. Roughly a fifth of the permit value is non-residential, a higher share than most GTA suburbs.
The centre of gravity is moving to Markham Centre. York University’s ten-storey, 400,000-square-foot campus opened beside Unionville GO in 2024, and Metropia’s UnionCity is rising next to it with towers of 36, 40 and 44 storeys. York Region begins widening Kennedy Road between Highway 407 and Highway 7 for bus rapid transit in 2027. To the north-east, the 1,920-acre Markham Innovation Exchange beside the 404 is the largest unbuilt block of greenfield employment land in the Toronto region, and Whitchurch-Stouffville is rezoning land at Vandorf for industry. Markham Stouffville Hospital, which doubled in size a decade ago, is planning for more capacity again.
For an owner, building here means a City review under Comprehensive Zoning By-law 2024-19, a York Region development charge that fell for every class of development on May 21, 2026, including an 11 per cent cut for industrial, office and institutional buildings, and a TRCA permit wherever the Rouge or its tributaries come near the site.
