Slow down

A project that is over budget will keep going without you. The instinct is to approve whatever keeps the site moving. Slow down, and get the real numbers in front of you before you approve anything else.

Find out where you actually stand

Cost to date, committed cost, forecast to complete, contingency remaining, and the schedule those numbers assume. Most owners are handed a report; very few are handed one they can act on.

Inspect the drivers

Design gaps, scope growth, market pricing, site conditions or a contractor problem. They each have a different fix. Use extreme caution before you accept the first explanation you are given.

Bring in representation

Scale the engagement to the decision in front of you

The average consultancy sells the biggest engagement it can. At Myhal, we don’t want owners paying for representation they don’t need. Sometimes one estimate or one review is the whole job. Sometimes it is the whole project.

Toronto, Ontario Construction Project Management

Toronto is the largest construction market in Canada and the one we know best. The Toronto CMA led the country in multi-unit and office permit values through 2025, the City runs a capital program above a billion dollars a year, and the transit map is being redrawn around Line 5 Eglinton (opened February 2026), the Finch West LRT (December 2025), the Ontario Line (tunnelling from April 2026) and the Scarborough Subway Extension.

That pace changes what an owner has to manage. Non-residential development charges sit at $805.64 per square metre as of June 2025, with industrial uses exempt. Site plan approvals across Ontario average roughly 23 months against a 60-day statutory clock. Toronto Green Standard Version 4 applies to every ICI and mid-to-high-rise application from June 2026. Anything within 60 metres of a Metrolinx corridor needs a Metrolinx technical review at the applicant’s cost. None of this is a reason not to build. All of it is a reason to have someone on your side who has done it here before.

We know the building department, the consultants, the trades and the market rates, because we have sat across the table from all of them.

Financial District

The core of Toronto’s office market and the place where we have done the most work: façade and base-building revitalizations across Cadillac Fairview’s TD Centre campus, the TD North Tower, 85 and 111 Richmond Street West and RBC Centre, all delivered inside occupied, operating towers. Working here means night shifts, hoisting windows, tenant communications and a landlord who cannot afford a missed handover.

Scarborough

Scarborough is where the city’s growth is heading: the Scarborough Subway Extension, the Golden Mile redevelopment along the Crosstown and the $3 billion Scarborough Junction community at Scarborough GO, where we led all preconstruction planning for 7,655 approved homes across a dozen towers, new parkland and full environmental remediation.

Mount Dennis and Weston

The western terminus of Line 5 and the new Mount Dennis mobility hub. We led preconstruction on 1151 Weston Road, a 50-storey transit-oriented tower beside the GO station and the Crosstown, and on 3 Swift, a two-tower rental community nearby with 61 replacement affordable homes.

King West, Liberty Village and Trinity Bellwoods

Dense, mid-rise, heritage-adjacent and popular. Bellwoods House at 111 Strachan combined a 13-storey boutique condominium with a restored Second Empire heritage building on a fully remediated site. Sites here reward early soils and heritage work and punish anyone who skips it.

Downtown waterfront and CityPlace

Eight condominium towers with retail podiums across four CityPlace blocks, delivered as two back-to-back $540 million construction-management assignments. The next chapter on the waterfront is the Port Lands, where Waterfront Toronto issued its first residential RFQ in June 2026.

Yonge and Bloor, Midtown and Parkdale

15 Charles, a 48-storey residence steps from Yonge and Bloor, and 1266 Queen Street West, a 24-storey mixed-use building in Parkdale. Different neighbourhoods, same discipline: get the budget right before the drawings are locked, and keep the schedule honest after.

How much does an owner’s representative cost in Toronto?

Do I need an owner’s rep if I already have a construction manager?

The construction manager builds the project. The owner’s representative makes sure it is built the way the owner needs, and reviews what the construction manager reports. On most Toronto projects over $20 million the two roles work side by side. See owner’s rep or construction manager.

Can you take over a Toronto project that is already in trouble?

Yes. Several of our engagements began with bids over budget, a schedule that had gone, or a claim on the table. We would rather be called earlier, but we take those calls.

Do you handle Toronto Building and the approvals process?

We manage the consultants who prepare the submissions, track the City’s review, and keep the approvals path tied to the budget and schedule. Concept 2 Keys, pre-application consultation, TGS v4 and Metrolinx adjacency reviews are all part of a normal Toronto file.
