Commission targeted investigation now: extra boreholes, test pits, environmental sampling. A week of drilling is far cheaper than a month of guessing.

Price the options before you pick one

Deeper footings, engineered fill, soil export or a change in structure each cost and take different amounts of time. Put real numbers beside each option.

Since January 1, 2023, most excess soil leaving an Ontario construction site must be tracked through the provincial registry under O. Reg. 406/19, with sampling done before it moves. More soil than planned means weeks lost unless the soil plan is updated at once.

Burlington sits where the QEW, 403 and 407 meet, about 50 minutes from our office. The Province has set the city a target of 29,000 new homes by 2031, and the City points to roughly 40,700 units in its development pipeline, directed mostly to three Protected Major Transit Station Areas. Official Plan Amendment 2, covering the Burlington GO, Aldershot GO and Appleby GO areas, was approved with modifications on October 10, 2025, and a Community Planning Permit System now replaces separate rezoning and site plan approvals with one application.

Aldershot is where the scale is largest. Through Infrastructure Ontario, the Province has applied to build six towers of 30 to 48 storeys with about 2,713 homes at 119 Masonry Court beside the station, and Alinea Group has proposed towers to 53 storeys on the 47-hectare 1200 King Road site south of the QEW. The City opened the first phase of the Robert Bateman Community Centre on May 2, 2026, an adaptive reuse of a former high school. Along the QEW between Guelph Line and Appleby Line, vacant employment land is scarce and new supply such as Alinea’s RAMP Business Park is smaller and divisible.

Three things shape a Burlington file. Halton Region stopped being a planning approval authority on July 1, 2024, so the City decides approvals. Conservation Halton regulates the creek valleys, the lakeshore and the escarpment slopes under Ontario Regulation 41/24. And the City updated its development-charge schedule on June 1, 2026, so a budget built on last year’s rates needs refreshing. We managed comparable reviews and remediated sites on Toronto work at PCL Constructors and Oxford Properties.
